On the morning of October 17, Ren Jingdong, a member of the Party Leadership Group and Deputy Director of the National Energy Administration, introduced the implementation of new development concepts, building new development patterns, promoting high-quality development, and comprehensively promoting the rejuvenation of the Chinese nation with Chinese path to modernization at a press conference in the News Center of the Twentieth National Congress, and answered questions from reporters.

Ren Jingdong, member of the Party Leadership Group and Deputy Director of the National Energy Administration, introduced that the orderly replacement should be done well. With a close eye to the needs of long-term development, we will comprehensively build a clean energy supply system for wind, light, water, nuclear and other energy, solidly promote the construction of major hydropower and nuclear power projects, comprehensively promote the construction of large-scale wind power and photovoltaic bases focusing on desert, Gobi and desert areas, and develop biomass, geothermal and other renewable energy according to local conditions to ensure that the proportion of non-fossil energy consumption will reach about 20% by 2025 and about 25% by 2030.

In the new situation, we will closely focus on the new tasks and requirements of energy development, conscientiously implement various decisions and arrangements, while further consolidating the basis of conventional energy supply guarantee, vigorously develop renewable energy, actively promote green and low-carbon transformation, and strive to provide strong energy guarantee for high-quality economic and social development.

Ren Jingdong proposed to vigorously develop clean energy. We will steadily promote the construction of large-scale wind power photovoltaic bases and offshore wind power bases focusing on deserts, Gobi and desert areas, accelerate the construction of large-scale hydropower stations in the southwest, such as the completion and operation of giant hydropower stations such as Wudongde and Baihetan, and actively, safely and orderly develop coastal nuclear power. Vigorously develop pumped storage power stations, build new energy storage power stations, and continuously improve the regulation capacity of the system.

Under the guidance of the new development concept, the pace of China's green and low-carbon energy transformation has been accelerating, and the quality and efficiency of development have been greatly improved. In the past decade, the average annual energy consumption growth rate of 3% has supported the average annual economic growth of 6.6%, and the energy consumption intensity has decreased by 26.4%. We have explored a high-quality development path of ecological priority, green and low-carbon. This road is getting wider and wider, and we are more confident.

The total installed capacity of renewable energy power generation has exceeded 1.1 billion kilowatts, an increase of nearly three times over that of a decade ago, accounting for more than 30% of the total installed capacity of renewable energy in the world. The installed scale of hydropower, wind power, photovoltaic and biomass power generation and the installed scale of nuclear power under construction ranks first in the world. The proportion of non-fossil energy consumption reached 16.6% last year, an increase of 6.9% over 2012. The consumption of non-fossil energy has accounted for nearly a quarter of the world's total.

A number of world-leading strategic projects, such as Baihetan Hydropower Station and "Hualong No.1" nuclear power, have been completed and put into operation. It has established a complete manufacturing industry chain of clean energy equipment such as hydropower, nuclear power, wind power and solar power generation, and built the world's largest electric vehicle charging and hydrogenation network.

Next, according to the requirements of the Twentieth National Congress of the Communist Party of China, based on China's energy and resource endowment, we will adhere to the principle of "building before breaking", deepen the energy revolution, accelerate the planning and construction of a new energy system, and unswervingly promote the green and low-carbon development of energy.

Vigorously develop non-fossil energy, vigorously promote the high-quality development of wind power and solar power generation, promote the construction of major hydropower and nuclear power projects, and develop biomass energy, geothermal energy and other renewable energy according to local conditions. Actively build a new type of power system, and strive to promote the grid to actively adapt to the development of large-scale centralized new energy and large-area distributed energy. Vigorously promote the transformation and upgrading of terminal energy use, strengthen energy conservation and carbon reduction in key energy use areas, actively promote the substitution of electric energy, and strive to achieve 30% of the proportion of electric energy in terminal energy by 2025.
